Community Infrastructure Levy (CIL) 

Claygate Parish Council – Community Infrastructure Levy The Community Infrastructure Levy (CIL) is money collected by Elmbridge Borough Council from a charge on new building developments. A portion of the funding from new developments in Claygate is passed to Claygate Parish Council (CPC) to support community projects.

The Parish Council welcomes applications from community groups and organisations in Claygate for grants to fund community infrastructure and amenity projects that benefit the village.

Since the introduction of CIL in 2013, Claygate Parish Council has received a total of £263,591 (as at 31 Dec 2025).

CIL Payments Awarded by CPC

To date, CPC has supported 16 community projects in Claygate with CIL funding totalling £173,086

  • £15,000 (May 2017) – Claygate Recreation Ground Trust (CRGT), clubhouse rebuild
  • £8,000 (Mar 2018) – 1st Claygate Scouts, extension to Scout Centre
  • £4,662 (Mar 2018) – SCC, improved lighting at Hare Lane crossing
  • £9,000 (Jul 2019) – 1st Claygate Scouts, further extension funding
  • £13,500 (May 2020) – Village Hall toilets upgrade
  • £745 (May 2020) – Repayment of CIL to CRGT (re cricket pavilion application)
  • £18,150 (Jan 2021) – Youth and Community Hub kitchen refurbishment + equipment
  • £12,500 (Jun 2021) – CRGT, Family Garden + pathway improvements
  • £35,000 (Jul 2021) – Claygate Primary School outdoor pool improvements
  • £3,025 (Dec 2021) – Capelfield Surgery accessibility improvements
  • £2,373 (Oct 2022) – Playground equipment celebrating the Queen’s Platinum Jubilee
  • £2,965 (Mar 2023) – Claygate Primary School canopy for pool building
  • £10,679 (Sep 2024) – Claygate Village Hall (curtains and chairs)
  • £6,000 (Mar 2025) – Claygate Youth and Community Hub to create a ‘quiet space’
  • £15,437 (May 2025) – Holy Trinity Claygate Waymaker Project
  • £16,050 (Oct 2025) – Claygate Primary School drainage improvements to the playing field

Current Position

  • CIL funds held by Claygate Parish Council at 31 December 2025: £90,506 (but this includes a £36k overpayment by EBC). Funds currently available for grant awards = £54,506.
